I think he knows that Buckingham would be more than willing, he just needs a little coercion.
Lady Anne is a definite manipulation. No question.
And the Lord Mayor... well, it depends on how you play it. Depending on how you look at it, the Lord Mayor could be an accomplice in Richard's scheme, or he could be gulled into it. Personally, I like the image of the Lord Mayor as a bumbling buffoon who, due to his foolishness, wholeheartedly believes Richard's baldfaced lies.
Other examples? Richard tries to manipulate Queen Elizabeth into letting him marry young Elizabeth. Richard manipulates groups of people, in Act I, scene iii (before Margaret's entrance), and in Act III, scene iv (with showing up late, and the arm trick, etc.). And of course, his staged show of modesty in Act III, scene vii is a manipulation of the citizens of London.
So, yes, Richard is a master manipulator indeed.
